The Results Are:
The top line of this diagram represents a condemnation-only approach in the APZ-1 areas. The lack of land use controls, the increasing value of real estate, the continued incompatible development, and the decreasing purchasing power of $15 million annually over time is graphically demonstrated. The result over a 20-year period is that not only has there been little or no impact on clearing the APZ-1 areas, but there is also the potential for more incompatibility than there was at the beginning.
The city’s plan, with land use tools, a purchase-and-condemn element and an aggressive program to convert nonconforming to conforming uses, results in the bottom dotted line. This line demonstrates an immediate reduction of the potential of incompatible uses as of Dec. 20, 2005 and the continued reduction of incompatible uses from that point forward. The graph accurately portrays the difference between a condemnation-only approach and the more comprehensive approach in the city’s plan. |
